[Moims-sc] CCSDS Delivery Agent Scenarios

Dear WG members,

As planned I reviewed and added some text to the CCSDS Delivery Agent scenario slides we discussed in London (Fall 2024).

@Peter Collins / Costin R Please exchange with your relay operation experts and try to find if they can relate to these scenarios. It would be great to translate them to realistic use cases, and that the expert describe what they would expect such a service to do (what data to exchange, how it should behave etc).
As we discussed in Laurel, it can be of interest for some IOAG discussions.
