There have been a few exchanges of ideas. My contribution is the following:

How about the following, with minimal changes to Peter's changes, and
without making any extra changes to the original definition.

*	Include staff i.e. people
*	Make it clear that the organisation and its staff do not need to
have developed the software - it could have been bought from one or more
sources.
*	Extra "and" added to the list.

Open Archival Information System (OAIS): An Archive system which consistsing
of procedures, hardware and software, developed put in place and operated by
an organization and its staff.  The organization has accepted the
responsibility to preserve information and make it available for a
Designated Community. The organization may be part of a larger organization.
An OAIS Archive meets a set of mandatory responsibilities that allows an
OAIS Archive to be distinguished from other uses of the term 'archive'. The
Archive system meets a set of responsibilities, defined in section 3. The
term 'Open' in OAIS is used to imply that this Recommended Practice and
future related Recommended Practices and standards are developed in open
forums, and it does not imply that access to the Archive is unrestricted.

Previous definition:
Open Archival Information System (OAIS): An Archive consisting of an
organization  of people and systems, which has accepted the responsibility
to preserve information and make it available for a Designated Community.
The organisation may be part of a larger organisation. It meets a set of
