[cssm] Updated draft of BPR available - refelects discussions at W/G telecon on 26022025

Dear all,
                I have updated the BPR as per the discussions at the telecom of today (26022025) and believe that all the issues raised there have now been addressed. The updated doc can be found at the following URL;
