[cssm] Updated draft of BPR available.

CSSM Colleagues,

I propose that we put review of the latest BPR on the agenda for the next teleconference, focused on resolving the open comments based on Colin's latest updates.  I also propose an agenda item to think about BPR formal project definition and perhaps a related item to consider timeframe and missions regarding implementation of BPR.   Regarding the BPR project definition, I am indeed mindful that we need to get CDE, SMURF, and SPDF into publication polling (you may recall the resolutions for such issued in late December).  Unfortunately with the upheaval in the CCSDS Secretariat I can only report the status as of January 30th was no more than having received the documents (please see below).
