[cssm] Updates:- Communication Planning Information Formats Book, UML Model, XML Schema.

Dear all, 
                  I've just uploaded the following updates to CWE;

Communication Planning Information Book:                Contains all RID 
updates plus editorial updates needed to get it ready for publication. 
Subject to AD review should be ready for publication.
XML Schemas:                                    Contains the schemas 
updated to be consistent with revised CPIF Book plus changes to SMURF 
schemas due to issues found during SMURF testing.
UML Model:                                      Contains the UML model 
updated to be consistent with revised CPIF Book plus changes to SMURF 
model due to issues found during SMURF testing.
