[Smwg] Initial, preliminary response for AI 2018-0412-19

CSSM Colleagues,

Attached please find an initial/preliminary response for action item 2018-0412-19:  "Indicate the directives from the FR model that occur at various state transitions in the event sequence."  I also view this as a start with regard to my action item for how event sequences, configuration profiles, service packages and SMURF fit together albeit this for the most part is just looking at the functional resource model and directives with regard to event sequences. I propose to walk through this at the teleconference tomorrow.
