[Sls-slp] Proposed Updated Proximity-1 Directives for Review

Dear SLP WG,
A subset of the SLP WG, along with some input from Industry, have developed a new proposal to augment the existing set of directives in Proximity-1 Space Data Link Protocol (CCSDS 211.0-B-6). The motivation comes from the latest set of robotic lunar missions proposed which drive things such as a larger go-back-N value for COP-P, new modulation types (GMSK), and new coding rates LDPC rate 2/3, etc.
This work takes advantage of the available SPDU types 4 and 8, which amongst others, are currently held in reserve by CCSDS.

Please review this proposal and let us know any issues or concerns or new ideas you may have about them. No doubt there will be some more iteration on them, before our formal meeting in Huntsville, AL, USA in early May, 2023. My intent is to call one or more telecons before the meeting to discuss this and other pending SLP WG topics.
