[Sls-slp] SDLS-COP-1 Order of Processing in TC and USLP

Dear SLP & SDLS WGs,

Please find a proposed update to Section 6.5.2 (part of the TC/USLP interface to SDLS)  in both CCSDS 232.0-B (Telecommand SDLP) as well as the same changes to CCSDS 732.1 (USLP), which is a follow up to an action item from the Fall 2022 meeting in Toulouse: to clarify the order of processing between COP and SDLS in TC (USLP),  together with the note in the blue books advising the user about transfer frames potentially unduly rejected by SDLS in case of an uplink containing a mix of AD-BD frames.

The proposed change to Telecommand (TC) is on the CWE under this URL:
