[Sls-slp] Latest NASA CMLP Study Report

Jean-Luc and Gilles: the latest  NASA Coding, Modulation, and Link 
Protocols (CMLP) report is now available at the link noted below. It 
does not yet contain  recommended Multiple Access or Space Link protocols.

Please comment on this report from a CCSDS viewpoint. If you decide 
to feed your comments back to Deutsch and Stocklin directly, please 
copy the CESG.
