[Sls-slp] New RID on Prox-1 Physical Layer

All,

Attached is the RID which was briefly discussed during the SLS plenary 
meeting in Atlanta on Sept. 16, 2005, submitted by Victor Sank, NASA/GSFC.

It concerns the value (not the wording of the requirement) to be used for 
the short term data rate stability (jitter) requirement for the proximity 
link. It provides rationale for using 3% instead of the proposed 1%.
