[Sls-slp] Change to Signaling Field in AOS

Attached is a word document that describes the essence of the proposed 
change made during the WG meeting in Atlanta, GA last week.
Please let me know if you have any comments regarding this change. Formal 
Pink Sheets will be drafted and sent to the CCSDS Secretariat next week, so
