[Sls-slp] Review copy of Prox-1 GB

SLS-SLPers,

Attached is the Prox-1 GB for review at the Spring 2005 meeting in Athens.

I would like you to read through it and let me know if you have any 
comments on it, including any additional topics you think have merit that 
weren't covered. I plan to devote a day at the Spring meeting discussing 
the green book.

In particular, we need to update the state diagram of the COP-P and the 
associated text to match the current blue book.
