[Sls-slp] Encapsulation Packet BOF

Dear SLS-SLPers and Bob Durst,

We have been doing work with projects at JPL such as the ELECTRA 
transceiver project (providing the multi-mission Mars transceiver) and 
others that require 32-bit compatiblity in the data they receive and 
transmit. Words have to allign on 32-bit boundaries otherwise the user has 
to provide fill.

The current version of the CCSDS encapsulation packet header allows for two 
options that are not 32-bit compatible. We are proposing a change to the 
header in the attachment, so that the header would be 32-bit compatible.

This change effects 3 CCSDS recommendations: 2 in the SLS area and one in 
the SIS area (Space Packet).

Please let me know your thoughts on this proposal. My goal is to have an 
on-line BOF discussion and bring the results of the discussion to the 
Spring meeting in Montreal at the SLS area meetings.
