[Sls-rfm] REC 2.6.13 and 2.6.15

Dear All,

please find attached REC 2.6.13 modified by Dennis in response to ESA's 
comments as well as a cleaned up version of REC 2.6.15 in which I entered 
footnote 2 that is in all TTFRs recommendations and was missing here.

If no comments are raised on REC 2.6.13 by tomorrow cob, both will go to 
agency review (both cleaned up as new recommendations) as RED.
