[Sls-rfm] Fw: Revision/additional inputs for the RFM WG Fall 2018 meeting

Dear All,

with the help of my colleague Salvador, we fixed the editing issues that 
Wai had with the pictures in 2.4.18 and 2.4.23. Note that I also fixed a 
few more issues, also in other parts of the documents: the changes are 
tracked with my revision marks. These docs have _chair at the end of the 
file name.

If Wai is fine with my changes, I propose to use these attachments as 
starting point for the discussion.

I have also prepared a draft version of 2.4.17A called pre-BLUE responding 
to all RIDs except one that should be rejected in my opinion. In addition, 
I changed the text suggested in my RID for 8PSK constellation to be 
identical to the one proposed by Wai for 2.4.18 and 2.4.23. I suggest we 
use this version when we review the RIDs.

Dear All,

to speed up the packed one-day meeting, I have asked Wai if on top of the 
change requests documented in SLS-RFM_18-17 he would kindly introduce the 
changes in the two recommendations under discussion. He nicely agreed to 
do that.
Therefore, I am sending the provided change requests as attachments to the 
above mentioned document. A big thanks to Wai.

Additionally, I need to send a rev. 1 to ESA's input SLS-RFM_18-12 since I 
got some feedback on the whole recommendation by ESA's flight dynamic team 
this morning. I think it is important material that we should discuss.
