[Sls-mhdc] 124.0-B white paper

Dear working group members,

I have placed a well commented C source code implementation of 124 (one 
for compression and one for decompression) on the CWE drive - in case 
anyone finds it useful. It includes a help.

ESA is aiming to get the working group's go ahead for agency review at the 
end of the meeting in Darmstadt. As such, I will update the standard with 
the comments recieved so far in preparation. Since there has been ample 
time for review and no more major comments have been raised, we see this 
as a reasonable goal.

I would like to request that any major comments on the 124 standard white 
paper issued in August are provided by October 7th. That would give ESA a 
couple of weeks to make any corrections before the spring meeting in 
Darmstadt. We can go through additional minor comments and the answers to 
the major comments  in the meeting.
