[SLS-DC] 124 final version ready for review

Dear working group,

The 124 standard has been updated, reviewed and agreed between ESA, CNES 
and UAB. It is available in pdf and doc on CWE.

The UAB comments and answers and the previous versions are available there 
as well. 

Can I ask that any comments the rest of the working group are provided by 
the end of August. 

It was agreed at the spring meeting that if no major comments are received 
then we could start the space agency review process after that point. 
Therefore I will contact Mark at the beginning of September if there are 
no more changes.
