[SLS-CC] new project for Proximity-1 extension

Dear SLS AD,
Following Fall meeting 2022, the SLP, RFM, C&S WGs had consensus on having a new project for the extension of Proximity-1.

Based on my understanding of 6.1.1 of CCSDS A02.1-Y-4, you can find in attachment the concept paper approved by the WGs.
I also created a new project in CWE for C&S, that requires approval: https://cwe.ccsds.org/fm/Lists/Projects/DispFormDraft.aspx?ID=764&Source=http://cwe.ccsds.org/fm/Lists/Projects/AllOpenChartersWithDraftProjects.aspx

I understand that RFM and SLP chairs shall create a similar project in CWE for the blue books under their umbrella.
