CONSIDERING that the Coding & Synchronization (C&S) WG 
?        completed successfully the WG Review of CCSDS 231.1-O ?Short 
Blocklength LDPC Codes for TC Synchronization and Channel Coding? 
Experimental Specification produced by  NASA together with the Deutsches 
Zentrum für Luft- und Raumfahrt e.V. (DLR), and 
?        the WG kept a collaborative attitude on the preparation of the 
Orange Book (without implying consensus), and 
?        NASA and DLR have met all the requirements for the production of 
an Experimental Specification 
RESOLVES to request CESG/CMC to approve the publication of CCSDS 231.1-O 
?Short Blocklength LDPC Codes for TC Synchronization and Channel Coding? 
RECOMMENDS that the CESG approve this resolution and, finally 
REQUESTS that a CESG poll be conducted to accomplish this.
