Greg,
the user encapulated serial stream RID responses document gives in the rationale:
"The rationale given for transferring IP as a user provided serial stream is that commercial routers will become ubiquitous in space and that these COTS routers can be purchased for flight and ground with almost no development required. However, the need for this routing functionality in space has never been demonstrated."
There are COTS routers on the International Space Station. A Cabletron router was put up in the Russian module a few years back. More recently:

"The crew worked on an upgrade to the laptop computer network. The new, integrated station computer network will be 10 times faster than the current network, using Ethernet connectivity over a router and either cables or wireless equipment. This will eliminate drag-through cables from the U.S. segment into the Russian segment."
.. in other words, the US is actually relying on that Cabletron router in the Russian module for its onboard equipment, and recognises the need for more routers onboard - and this will enable hatches to close without snagging on cables to the high technology on the Russian side.

I think that puts the lie to that 'never'. Wherever you have humans, you'll have Internet routers.
