Lloyd: the process for evolving the CCSDS protocol suite is pretty 
much standard ISO, i.e., you must work your proposal through your 
national representative to CCSDS and ISO/TC20/SC13.  Presumably, 
since you work for Cisco in the UK and are affiliated with the 
University of Surrey (and Surrey Space Technology?), that individual 
is Dr. Peter Allan

In order to initiate an unsolicited dialog via Peter, you should get 
whichever company or organization you are representing registered as 
one of the CCSDS

the UK. You can do this by filling out the  Online Commercial 
Associate Application Form at 
http://public.ccsds.org/participation/associates.aspx

Once you have done this you should prepare and submit a Concept Paper 
to Peter that describes and justifies your technical proposal. If 
Peter agrees that the proposal has merit and represents a position 
that the UK intends to advance to the international space community, 
he will forward it as a UK input to the appropriate Area Director.
