I think we concluded that maybe a slight modification of Felix's compressed
bundle reporting extension block could do the trick.  Felix was going to
look into the implementability of the modification (so that sequence
numbering could be handled efficiently) and Jonathan was going to look at
whether that would meet his requirements.
