[Sis-csi] HDLC over CCSDS white paper

   Last week we discussed the IP over CCSDS document.  That uses
CCSDS encapsulation techniques to carry IP packets over CCSDS data
structures.  Another option is to insert HDLC directly into the coding
layers of CCSDS.  That attached paper discusses details of this
approach.

   It was written a few years ago and reflects an approach that has
been used by 7 missions since then.  This approach has also been
implemented in some ground stations by Universal Space Network.  There
was a presentation a few days ago at the Space Internet
Workshop on the commercial gateway (IP-SAS) from  Innoflight
(http://www.innoflight.com ) that was used by USN.
