[SEA-XSG] A start at a CCSDS XML guideline

Dear XSG,

Attached is the result of a couple of days of research, analysis, and discussion.  Even as a starting point for further discussion I won't pretend that it is a finished piece of work,  but it is a start.

I'd like to spend some time reviewing it on Friday, and we will also be exploring it, and possibly refining it, during the SEA meetings this week.
