[Sea-time] Time Management Working Group minutes

Hi all,

Thanks for the good meeting today.  Attached are the draft minutes. 
Please send any comments/revisions by Jan. 28, after which the minutes 
will be finalized. The draft minutes are also posted to CWE in in the 
Meeting Materials/2021/2020-01-21 teleconference folder.

I also put the latest Green Book version in CWE in Draft Materials/Green 
Book Draft. (It is getting a bit large to be sending around by email.) 
This version is called 
2021-01-21-Time-Management-green-book-draft-v2.docx. It incorporates the 
input from Lee Pitts on time synchronization, and as well as the input 
from Sinda Mejri. This would be a good time for everyone to double-check 
that all of your inputs have been incorporated.

Our next meeting will be March 11, 7 - 8:50 am (UTC-8). Below is the 
connection information and attached is the calendar invitation.
