[Sea-time] Green Book draft and next meeting details

Hi all,

Thanks for the good meeting today.  Attached is the Green Book draft we 
discussed, along with minutes.  As always, the Green Book draft is also 
in the SEA-TIME CWE in the folder Draft Materials .. Green Book draft.

·Actions

  * Each agency should begin collecting data using mission survey form
    Lee distributed in June. Let's try to make progress on this before
    the next meeting.
  * Jon will write front material for Section 1
  * Yukio will make progress on Section 5.5, JAXA time correlation methods
  * Beau will consider whether he could write Section 7.3, spacecraft
    maneuvers

Our next meeting is September 10, 2020, 7-9 am PDT (GMT-7). Connection
