Dear CESG,
Please find below the SEA resolution resulting from discussions between the SEA-SA, on behalf of SC13/CCSDS and TC20/SC14. The proposal is to create a specific liaison relationship to coordinate work on evolution of the CCSDS Reference Architecture for Space Data Systems (RASDS) in order to extend the framework with new viewpoints that meet SC14 needs.
Summary of resolution:
Resolution 1: Submit the draft joint resolution on reference architecture extensions for CESG and CMC approval, and then TC20/SC14 concurrence.

The System Engineering Area,
CONSIDERING that:
The SEA System Architecture WG has developed the basis for a liaison coordination agreement between TC20/SC14 and SC13/CCSDS, and that
The TC20/SC14 and the CCSDS liaison have reviewed this proposal, and that
The SEA AD has reviewed this proposal and agrees that it is ready to be sent for approval.
And RECOGNIZING that:
A CCSDS Area Director is responsible for requesting CESG and CMC approval for resolutions, and that
The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Sec 2.3.1.2 states that the CMC is responsible for managing the relationships between CCSDS and other standards organizations, via liaisons, and that
The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Sec 2.3.1.4.3 states that "a special technical liaison exists between CCSDS and ISO/TC20/SC14, the ISO subcommittee for Space Systems and Operations", and that
The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Section 5.2.6.4 states that "Working group members must be affiliated with … liaison or associate organizations".
RESOLVES to request:
That the Secretariat initiate the CESG concurrence with this resolution, and that
the Secretariat then initiate the CMC approval of this resolution.
Resolution
TC20/SC14 and SC13/CCSDS agree there is a common, complimentary basis for standards development. From that basis, they agree to the evolution of a common reference architecture representation. SC14 and SC13/CCSDS agree to exchange information on the evolution of architecture elements such as reference architecture documents, where relevant. The SC14 architectural elements will be developed and approved in SC14. The CCSDS architectural elements will be developed and approved in CCSDS. They agree to the continued collaboration on standards with common interests.
