[Moims-sc] Updated M&C draft

Dear All,

 

Just a quick addendum, Cesar has produced a diff comparing this new
version and the October 2014 version. Hopefully this should make it much
easier to see the changes as a result of the RIDs:

You should always check the un-diffed version before raising comments as

I have migrated the model and operations to use the approach where no
information is lost when modifying things like check definitions. There
are still approximately 20 RIDs outstanding which I will attempt to work
through next week but I wanted to get this copy out now so that people
have time to work through the changes before Pasadena.
