[MOIMS-NAV-EXEC] Request for MOIMS Area Director to Determine Eligibility for Final Publication for the CCSDS Pointing Request Message

The CCSDS Navigation Working Group believes that the CCSDS Standards Track requirements for Blue Book promotion have been satisfied for the Re-Entry Data Message (RDM) Draft Recommended Standard.  As evidence to support this position, we submit:
        
1.  The RDM Agency Review was completed 28-Aug-2018.
        
2.  RID Disposition was completed 01-Nov-2018 with the publication of Red Book R1.3 and response to the reviewers was completed prior to that. The combined RIDs plus dispositions are attached. Revisions to the Red Book since R1.3 have been related to minor outcomes from prototyping and editorial proofreading. No additional Agency Review was necessary.
                
3.  Prototyping and the Draft Yellow Book report thereof were completed 25-Apr-2019. The MS Word version of the test report is attached for your review, and a PDF is posted in the RDM folder on the Navigation WG CWE https://cwe.ccsds.org/moims/docs/MOIMS-NAV/Draft%20Documents/Re-Entry%20Data%20Message%20(RDM)/RDM_YellowBook_v1.5_prototypingTestPlanReport.pdf . 
        
4.  The most current version of the RDM document text, "508x1r1.7_transition-to-blue.docx" is also attached for your review, and a PDF is posted in the RDM folder on the Navigation WG CWE (508x1r1.7_changesAccepted.pdf on the CWE https://cwe.ccsds.org/moims/docs/MOIMS-NAV/Draft%20Documents/Re-Entry%20Data%20Message%20(RDM)/508x1r1.7_changesAccepted.pdf ).
        
According to the CCSDS procedures, the Navigation WG requests your Area Director Review and a Resolution to initiate the CESG/CMC "approval to publish" polls. In order to meet a Working Group objective, we sincerely wish to have achieved the document publication prior to the Darmstadt Fall 2019 Meetings.
