[Moims-dai] Action to suggest restructuring of section 6 of OAIS

David,

I admire your industry and effort.  I would only suggest that the 
Management line question marks could be "Cooperative agreements and 
related preservation risks" or something similar to point out that the 
role of management involves diplomacy and negotiation beyond that 
expected for the simple case.
