[Moims-dai] Marked up version of OAIS Section 6.1.5 - OO-IO Text

Hi David,

I intend to be on the call tomorrow.

1. What is it useful for?

2. Creates confusion about what is and isn't an OAIS.

3. Not sure if the statement is true per se. Depending on the service being
sought - for example, replication and geographic dispersal of copies of
very large (petabyte to exabyte) collections - an OAIS may or may not be
the best provider of the service. Even if we were to take the assertion as
true, it could be stated in one sentence. Along with the statement that an
OAIS could outsource some services, these two statements could replace all
of Section 6.1.5 without all the confusion about what is and is not an OAIS.
