I think there has been a misunderstanding somewhere, since the version you commented Mark is a word document from an old version.
The version discussed on 14th of August is: Section 6.1.5 10th of July 2018<http://review.oais.info/attachment.cgi?id=42> (http://review.oais.info/attachment.cgi?id=42)
It was also noted that terms like Functional Entity … was to be changed to lower case and the references in the end should be removed.
