[Moims-dai] Registering twice

I'd forgotten about this quirk of using NIST for our meetings.

You have to register twice: once for NIST, once for your meeting sponsor 
(in our case) CCSDS.  The CCSDS CWE page 
<https://public.ccsds.org/meetings/2018Spring/default.aspx> has the details.

I've done both now.
