Don and David,

 

The statement is talking about adding additional information " over the life of the project". Over the course of a 5, 10, 20 year project people will come and go from a project. The information in people's heads will need to be captured before they leave the project so new project staff can understand the data. The need for additional contextual information often starts well before the data is transferred to an archive.

All,

As I was unable to participate in last week's telecon, I'm not sure I
understand the proposed scope as stated below.  The title seems fine to me,
but the title and the statement below would seem to include activities by an
Archive to keep its information understandable to a Designated Community.
If this is the intent, it would greatly expand the scope beyond the life of
an information project. I think this would detract from the needed focus for
projects to upgrade their consideration for long term preservation of the
information they are creating.
