Don and David,

The statement is talking about adding additional information " over the
life of the project". Over the course of a 5, 10, 20 year project people
will come and go from a project. The information in people's heads will
need to be captured before they leave the project so new project staff can
understand the data. The need for additional contextual information often
starts well before the data is transferred to an archive.
