[Css-csts] Preliminary SLE PIDs

Dear CSTS Colleagues,
A preliminary version of the SLE PIDs is on the CWE:

They are still prelimenary and not final. But probably worth to have a 
look before our telecon next week to get an idea. Glancing through, it 
seems mainly about the variable length frame business on the downlink and 
the applicability of coding. Another topic is scurity for the forward 
services, in particualar the Frame Security Report which is a new OCF. 
Generally the PIDs are well described and make concrete recommendations to 
solve the issues.

Please have a look, such that we can start the discussion how to address 
the PIDs in our telecon 22 of September.
