[Css-csts] Updated (v1.6) MD-CSTS on CWE

Holger attempted to compile the ASN.1 text file that I uploaded to the CWE last week and found two errors:

-          A non-printing character in each of two comment lines, and

-          A missing comma in the OnChangeOptCyclicReportStartInvocExt type specification.

In addition, I found an error in each of the CCSDS-MONITORED-DATA-OBJECT-IDENTIFIERS and CCSDS-ON-CHANGE-OPTION-CYCLIC-REPORT-PDUS module declarations: the CCSDS-MONITORED-DATA-OBJECT-IDENTIFIERS and CCSDS-ON-CHANGE-OPTION-CYCLIC-REPORT-PDUS module declarations still contained the serviceIdentifiers node, which  had been eliminated from Framework OID tree over the past year or so.
