[Css-csts] Updated draft v0.12 TD-CSTS on CWE

This update cleans up distinctions between procedure configuration parameters and service management parameters, and aligns their usage with the realignment in the SFW that was agreed at the Darmstadt meeting. This includes adding "procedure configuration parameter" and "service management parameter" to the list of terms defined in the SFW in section 1.6.1.

This update also removes the serviceIdentifiers node from the CSTS OID tree used in the ASN.1 annexes, so that the trackingDataService node falls directly under the services node. This is consistent with the OID tree as specified in the current SFW.

The file on the CWE is a zipped folder that contains the Word version of the TD-CSTS specification and a text-only version of the ASN.1 modules.
