[Css-csts] updated Buffered Data Processing procedure

Ooops, I should have enabled "final showing markup" -- now I see that, for the "Notification of Production Status Changes" section, Martin G. has suggested describing the behavior in the Interrupted state.  So, I will need to look into that.

Hello Tim,

I noted that your document is shorter than the previous one. I think 2 
chapters should be added:
- Chapter over "Buffering": all information over this theme should be 
put together there (additionally to the one defined in the BEHAVIOR chapter)
- Chapter over "Notification of  Production Status Changes": It was a 
requirement from previous revision of the document -> see previous version
