[Css-csts] updated Buffered Data Processing procedure

Hi Sylvain,

I have looked at your suggestions (and checked the previous version of the document), and have come to these conclusions (my opinions, we can discuss with the whole group in Cleveland):

1) There is no need for a chapter on buffering.  I have proposed (see the document for details and explanation) that we remove the requirement to associate each data unit with the Transfer-Buffer that it arrived in.  If the group accepts this idea, then buffering is no different than for the Simple DPP.

2) There is no need for a chapter on "Notification of Production Status Changes" because there is nothing to add/remove/modify to/from the Simple DPP.

Again, we can discuss this with the whole group in Cleveland.

Hello Tim,

I noted that your document is shorter than the previous one. I think 2 
chapters should be added:
- Chapter over "Buffering": all information over this theme should be 
put together there (additionally to the one defined in the BEHAVIOR chapter)
- Chapter over "Notification of  Production Status Changes": It was a 
requirement from previous revision of the document -> see previous version
