[Css-csts] Interoperability test report document

Dear CSTS WG colleagues,

I uploaded to the CWE (CWE-Private/CSTS Framework and Concept) the first draft of the "Framework and Monitored Data prototypes interoperability test report" document.
For the MD service prototype some additional tests (Information Query, Notification) have been included in this document but haven't been done yet. On CNES side the updates are now in progress on the prototypes and these tests should be done between CNES and NASA when all updates are completed.
