[Css-csts] Spring Meeting in Portsmouth - Final Version of MoM

Dear CSTS WG Colleagues,

I have uploaded the final version of the Minute of Meeting of the Spring
Meeting in Portsmouth. The only comment was received from Tim, and it was
about the fact that there were no notes on the "CSTS Overview" Presentation,
and  the Presentation itself was not provided in the Annexes.
The MoM has  been updated, and the presentation is now available in Annex J..
