[Css-csts] Updated TD-CSTS on CWE

The draft has all of the markup that has been added since Portsmouth.

 

This update includes changes made in repsonse to comments made at and
before the Portsmouth meeting, in particular comments made by Yves and
David Berry of the NavWG. The major changes involve: moving the formal
specification of the object identifiers and PDU extensions to normative
annexes; replacing references to explicit section numbers in referenced
documents with section titles to make the document more robust to
changes in the referenced documents; and clarifying various points in
the Operational Scenario.

 

Regarding the normative annex for the PDU extensions, it is formatted
according to the email exchanges following Yves' distribution of his
technical note on Object Identifiers and Examples of Services, and is
patterned after the PDU definition annexes in the CSTS FW. I would very
much appreciate feedback on this format for these PDU annexes.
