[CMC] Results of Recent CMC Polls

CMC E-Poll Identifier: CMC-P-2021-04-001 New 4.03 Onboard Wireless Working Group Project
Results of CMC poll beginning 29 March 2021 and ending 12 April 2021:

Adopt:  7 (77%) (ASI, CNSA, CSA, DLR, INPE, JAXA, NASA)
Adopt Provisionally:  2 (23%) (CNES, ESA)
Reject:  0 (0%)
Reject with Comments:  0 (0%)

Results are based on responses from 9 out of 11 members (81.81%).

CNES Conditions:
(1) The books produced will propose standards compatible with the ITU Radio Regulation and ITU and SFCG RECs applicable to extra-vehicular activities, spacecraft monitoring, control, surface inter vehicule communications.
(2)To mitigate the technical risk, the following coordination activity is identified for the WG : Verify with the SLS/RFM Working Group at least to ensure that RF frequency band choice are compatible with ITU and SFCG, and to ensure good RF communication practices.
(3) To mitigate the management risk,  the following coordination activity is identified for the WG: Review the ITU Radio Regulation and related RECs applicable in the Shielded Zone of the Moon, as well as the SFCG RECs applying to the proposed books.​

ESA Conditions:
1) Since the 883.0 Blue book on " Proximity Wireless Network Communications" addressed by this project is not yet published and actually under Agency Review, instead of adding a new CWE Project the current CWE Project should be amended according including - as appropriate - remarks for the additional work to be performed and for the additional effort to be provided for the extra features.
2)  For this poll, it is mentioned that there are no patents known to CCSDS.
Looking for 3GPP patents in Europe on the web, one gets a huge list. It is assumed the same is the case in USA, Japan, Korea, where such technology was developed.
It is unknown if the WG only considers buying  LTE/3GPP equipment as is (thus automatically paying royalties) and using it in space after ruggedizing it or adding frequency converters, or proposes to develop standards based on this technology.
In either case, the existence of patents shall be mentioned.
Therefore approval is pending on clarification about known patents and their impact on the CCSDS Standard and users.
