[CMC] After our telecon as of January 20, 2016.

Dear James,

Permit me to add a comment that tries to build up a basic structure of information related to the important 
discussions we had in our telecon, two days ago, as of last Jan. 20. I feel a need, for myself,  to organize my own 
ideas, as possible, on the many aspects which are involved with the central issue which, from my aprehension, at 
the moment, could be named by something close to ...

“On the Plan for Changing Cost Bearing and Administration of CCSDS and of CCSDS to ISO TC20/SC13 Subcommittee”. 

Departing from scratch, the organization of my ideas, at the moment, are reflected in the enclosed (.docx) 
document. The enclosed document possibly contains not only misses but also imprecisions which I was not able to 
get from my understanding on this issue, to this point in time.

Just a proposal for your consideration. If you and our concerned CCSDS colleagues find it to be worth, we could 
use the enclosed (.docx) document, properly corrected and incremented with opportune add-ups, as a point of 
departure or, perhaps, as an initial input for a more comprehensive document that may, opportunely, serve as a 
live document which would contain a comprehensive plan that may justify in the many involved aspects, the 
needed changes that are being required, in the context. 

I can advance to all of you that, in INPE case, we will need to be legally and solidly justified under a proposal for 
(hopefully) becoming elligible to apply for a regular institutional contribution to a legally exhisting external entity 
(which? CCSDS does not “exist”, as an admnistrative, legal organization ...) that may organize and instrument the 
role that NASA is diligently exercising  as the executive instrument for CCSDS, since early ‘80s and of CCSDS 
before ISO, since early ‘90s. 

As Nestor and you commented, there may be “distributed practices” by CCSDS members that may significanlty 
alleviate the task to be assigned for such a legally existing “external entity” to admnistratively manage CCSDS 
and CCSDS-ISO TC20/SC13 initiatives. Among such an alleviating tasks, seems that potential candidates are: 
SANA/CSA(?), local expenses for the realization of CCSDS meetings taken up by the hosting agency, others(?) ...

I would propose that in our coming CMC meeting in April we may have in hands a reference in the form of  a 
living document, perhaps, inspired or, as a “start-up”, departing from the, properly reviewed and corrected, 
enclosed one, that may serve us as a reference instrument of work and as an organized memory for housing: 
important conclusions, pendences, and updating and expanded information.

Please, feel free to comment on the considerations being expressed in this message and enclosure.

Dear James, 

I am one of the ones that cannot make it on 20 January at the time proposed. If the meeting remains as scheduled I will be represented by Nestor Peccia.

In order to prepare for this meeting, I would appreciate if you could distribute a list of the points you want to discuss and what kind of position do you expect from the CMC members and what is the decision that needs to be taken; consequences for CCSDS secretariat etc. 

If you want other Agencies to take care of anything or contribute to the financing should know what are we talking about.

Hi All, 

Happy New Year.  As you know we have scheduled a telecon to talk about Managing the cost of administering the CCSDS secretariat on next Wednesday 1/20/16 at 8:30 am US Eastern Time.  Some of the CMC member will not be available for this time slot.  I have checked the Doodle results that Nick originally sent out and there is not any specific time slot that everyone will be available so I think it is the best to keep the original time.  I will talk to you next Wednesday 1/20/16 at 8:30 am US Eastern Time.

Subject: ISO Affiliation with CCSDS 

Hi All, 

CCSDS secretariat is considering to sever the CCSDS affiliation with ISO due to cost of implementation of ISO requirements and associated fees.  The consequence are the CCSDS standards will not be ISO standards and there will be no ISO TC20/SC13 and ISO TC20/SC14 affiliation with CCSDS.  I need to make an urgent decision in this matter so please provide your input by COB Thursday December 3.  Also a formal CMC poll will be provided for your official vote very soon.
