[CMC] Template for CMC priority

Dear CMC Members,

Regarding the upcoming CMC MTG agenda item of "Agency priorities on new 
and draft CCSDS Projects", I can not recall whether there is an updated 
template for our inputs.

Just in case, JAXA updated the template referring to the “CCSDS Projects 
- All Approved and Pending  Projects“ as of April 14, 2016.
