[CMC] Letter to agency heads

Dear CMC Members:

As a follow-up to past action items to develop a letter thanking agencies for past participation and encourage future participation, the Secretariat was instructed to draft a similar letter for the CMC members to send to new agency leadership. Attached is the draft letter. Feel free to edit as you see fit and appropriate for your specific agency needs (replacing NASA with your agency and any other text you wish to add or replace).

Please submit to me the edited version and I will clean it up before sending to James for his signature. I will then send it via post/mail with the CCSDS brochure.
