You also made a pertinent, fundamental point. The actual scenario is rather complex and the solution may not be so obvious, necessarily. In order to avoid a precipitated move, it would be better for CCSDS to carefully select the Chinese organization to be effectively addressed with an invitation, implied by the naturally expected rights and commitments. Perhaps, indirectly, the process may be triggered first through a higher level Chinese authority that may have an overall acquaintance on the space activities of the country and that, hopefully, may have or be able able to obtain decision power for recommending to CCSDS the proper organization to be addressed, in the case. In other words, it is worth for CCSDS to plan in sufficient detail, "a-priori", the Chinese organization to be addressed and the way the addressing itself should be instrumented for actual implementation, through the best possible channel, be it directly, or not to a specific organization.

  I have two questions in fact to better understand your proposal:

  - first one on the procedure to become a member : is it written in one CCSDS document ?
  I think we need a common reference : for instance, I thought we need a candidate and not an invitation, as a member has some rights but also some comittments.
  De facto, a candidate shows its interest and motivation ...

  - second one on your selection of CNSA as the new potential member : why this choice and are you sure of it ?
  From what I know, CNSA looks like a programme agency with big achievements ... but CAS is member of SC-13 and CAST (Space Technology) is observer in CCSDS CMC (present in Montreal and Toulouse) ; also CLTC owns, develops and operates the Chinese ground facilities. Each of them could be pertinent as the representative of China in the CMC, but only one may be nominated ... by China.

  I am happy to propose a resolution to the effect that the management council should consider inviting CNSA to become a full member of CCSDS in recognition of the increasing importance of China in the space arena.
