Hi Peter,
you are so fast that I couldn't react before ...
I have two questions in fact to better understand your proposal:
- first one on the procedure to become a member : is it written in one CCSDS document ?
I think we need a common reference : for instance, I thought we need a candidate and not an invitation, as a member has some rights but also some comittments.
De facto, a candidate shows its interest and motivation ...
- second one on your selection of CNSA as the new potential member : why this choice and are you sure of it ?
>From what I know, CNSA looks like a programme agency with big achievements ... but CAS is member of SC-13 and CAST (Space Technology) is observer in CCSDS CMC (present in Montreal and Toulouse) ; also CLTC owns, develops and operates the Chinese ground facilities. Each of them could be pertinent as the representative of China in the CMC, but only one may be nominated ... by China.

I am happy to propose a resolution to the effect that the management council should consider inviting CNSA to become a full member of CCSDS in recognition of the increasing importance of China in the space arena.

1. Someone needs to formulate a Resolution to invite China to become a CCSDS Member.
2. The current Members need to vote on the Resolution.
Peter: are you willing to introduce this as a formal CMC Resolution? If so, it would be useful to do this now so that the Agencies can develop their positions prior to the CMC meeting.
