I also did not understand your e-mails.
The absence of more votes in all the recent CMC MC-EXX-YYs related =
polls is directly related to the arguments pointed by Allan. I, myself, =
was one that pointed to Neil, beginning December, the need for issuing =
"reminding" e-messages, in addition to the new (hopefully, more =
efficient) electronic polling scheme that was recently inaugurated in =
the newly structured CCSDS site. Thanks to Neil's attention, since =
then, it has been done and, very possibly, it already reflected on =
higher voting rates in relation to current set of issues we are =
discussing over.
The consensus issue. The pertinent excerpt of our CCSDS A00.0-Y-9 =
Procedures Manual, as of Nov. 2003, reads:=20
5 OPERATIONS
5.1 TOOLS OF OPERATION
5.1.1 OFFICIAL LANGUAGE
English shall be the official language used at all CCSDS-sponsored =
meetings. Furthermore, CCSDS correspondence, Reports, and =
Recommendations shall be in English.
5.1.2 CONSENSUS
The decisions of all CCSDS organizational units shall reached through =
consensus. In this context, consensus does not necessarily mean that =
unanimous agreement has been reached, but that the result incorporates =
the best set of compromises to which all parties can agree.
5.1.3 CMC RESOLUTIONS
CMC Resolutions are the executive decisions of the CMC and shall be =
concise statements of consensus among the CMC members.

If I understand the consensus issue, and I lived it personally through =
in all of its conception process and phases, since its inception, back =
in January 1982, in the realm of CCSDS, I would understand that all the =
MC-E03-11 to 14 (NOT forgetting Genevi=E8ve's reminder on CNES pendency =
related to MC-E03-13) are already solidly approved, after the consensus =
that resulted from the votes of those who effectively could exert them. =
Let us not forget that quorum, in this case, is the result of an =
electronic response to an electronic request, with a deadline that was =
previously established. In this case, for practical purposes, they =
resulted in the electronic effectivation of CMC resolutions. Not to =
mention those reminders that we naturally are used to receive expressing =
that our vote will be considered as an approval if no manifest of vote =
is expressed within the deadline.

My assumption is that if there are no disapprovals, something is =
approved. I have no knowledge of whether or not the CMC requires a =
quorum in order to declare a vote successful. That's why I asked the =
question.
On MC-E03-14, why do you say there is no consensus? 100% of the =
votes were cast for the Blue Book option. Admittedly it is not quorate, =
but that is no different to the other polls.
In a private communication shortly before the departure of the =
Secretariat, it was my understanding that CSA had difficulty in =
accessing the voting site but in fact cast a vote for a Purple Book =
rather than a Blue Book, thus breaking consensus and rejecting the =
motion.
I fear that the root cause of the shortage of votes is that the =
announcement of the poll came out shortly before the Christmas holiday.=20
That may be, but the voting is now closed and in the absence of the =
Secretariat I do not know of any way to re-open it.

c) No consensus has been reached on MC-E03-14 and therefore it has =
been rejected and will require further CMC deliberation.
